Under Scaling Up Renewable Energy Access in Eastern Indonesia, Innovative Wind Energy, Inc. is sub-contracting to Castle Rock to perform tasks related to providing technical assistance to the Government of Indonesia to support the Ministry of Energy and Mineral Resources (MEMR), the provincial government of Nusa Tenggara Timur (NTT), and the local government of Sumba Island to design and implement energy access programs based on renewable energy sources. These efforts are currently supporting the Government’s “Sumba Iconic Island Initiative,” a multi-actor collaboration with principal objectives of achieving 95% electrification ratio on the island of Sumba in Eastern Indonesia by 2025 using an energy supply provided by 100% new and renewable energy resources. The island is on 20kV grid with peak load of 8MW; in addition it has several mini-grids.

The set of project activities involves the following main tasks:

  • Task 1: Conduct due diligence on resource availability and, based on site visits and data analysis, identify a priority list of locations for RE generation on Sumba.
  • Task 2: Perform least-cost modeling for both grid-connected as well as off-grid/hybrid applications for wind, solar, RoR hydro and biomass.
  • Task 3: Prepare specifications and procure wind monitoring equipment following ADB guidelines, and supervise installation of the equipment and processing of the data.
  • Task 4: Prepare pre-feasibility studies and investment solicitations for potential wind projects.

Highlights of the project are:

  • Reviewed existing wind, solar, biomass and hydro resource data and surveys. Conducted site visits to potential sites. Conducted due diligence on resource availability. Based on site visits and data analysis, identified a priority list of locations for RE generation on Sumba.
  • Performed least-cost modeling for generation mix analysis using HOMER for both grid-connected as well as off-grid/hybrid applications for wind, solar, hydro and biomass.
  • Prepared specifications and procure wind monitoring equipment following ADB guidelines, and supervise installation of the equipment and processing of the data.
  • Prepare pre-feasibility studies and investment solicitations for potential wind projects. Develop project implementation guidelines and recommendations, including scheduling, contract packaging, and procurement based on competitive bidding procedures. Review investment plans and engineering cost estimates, and support due diligence on all small wind projects being considered for development.
  • Assess the impacts of variable generation (wind, solar, mini-hydro) on the Sumba grid system. Conduct load flow analysis, system stability analysis and short-circuit analysis for various scenarios pertaining to generation mix.
